Mainland China

After examining the language policy in mainland China elaborately, we found there are some deficiencies in the English language policy that desperately needed to be improved. Compared to Germany, Chinese language policy stipulates students spending longer time on English learning, but their English proficiency is, generally speaking, lower than their German counterparts. So what problems lie in the policy? After a further investigation, we explored four aspects of deficiency in EFL language policy in mainland China: (1) less emphasis on speaking and listening competency compared to reading and writing competency;(2) lack of regulations on English extracurriculm activities; (3) disunity of stipulations on assessment standards in different provinces; (4) lack of concrete and measurable criteria on cross-cultural competence.

To  address these problems, we provide relevant solutions as followed:

1.  Speaking and Listening

2. Insufficient policy on Extracurriculum Activities

3. Standards on Assessment

4. Cross-Cultural Competence

Germany

 International Schools in Germany
  • Student body is usually international, so young people are exposed to a veriety of cultures.

  • Instruction is in the native language

  • Students are well introduced to computers, and the program of sports and extracurricular activities is more like what they are accustomed to at home.

  • The schools are accredited by the New England Association of Schools and Colleges (NEASC) and the European Council of International Schools (ECIS) and normally offer the International Baccalaureate. They may also offer the American high school diploma, British A Levels and, sometimes, the German Abitur.

Billingual eucation programms
  •  Schools offer additional language lessons to provide the necessary language skills in grades 5 and 6.

  • Starting in 7th grade, the bilingual subject, i.e. History, Geography, Technology, Politics, Biology, Arts or Sport are   taught  in the foreign language

  • Teachers must be qualified in both the foreign language and the subject area they are teaching. Problems of teacher-supply due to lack of training courses in some federal states.

Content based learning
  • Language becomes the medium through which content is transported

  • Studying a theme of the students interest provokes intrinsic moz´tivation to learn content and language at the same time
